Terex Telelect not throttleing up under load

I have a 99 Terex Telect XT-55 on a F700 5.9 cummins Diesel. Occasionally the engine would fail to throttle up while moving the booms or outriggers. Now the engine almost never speeds up while working the booms. Any ideas?
