Just a wild guess but I am thinking that he is asking how to measure the length of gaffs. Do you measure from the bottom of the spike (closer to the tree) or top side of spike (closer to your foot) I would think that the bottom half would be around a half inch shorter. Maybe split the difference and measure from the middle.
 
Personally, I don't worry about the length. I take the manufacturer's word for it how long they are. What I do concern myself with is how much penetration I am getting in dead wood...
