tuning problems

hi all. just doing an autumn clean and maintain on my chainsaws and the one I am having problems finishing is my oldest, my husq 455 rancher. I cannot get to 9000 revs (the recommended) without bogging. it's either 12-13000 or bogs. I use regular fuel with preservative rather than Aspen etc. I'm supposing I need to clean the carb??

It's supposed to cut wood at 9000rpm and tune to 12-13000rpm with no load.
Have you tuned it to 9000rpm before?
