Vermeer 620 hour meter

Hi. I am currently looking at a Vermeer 620(early 90s I think). It is in fair condition but the hour meter shows 8600 hours. I do not think that based on the look of the unit that it has that many running hours but I could be wrong.

My question is: on early models of this unit, did the hour meter run even if the unit's motor was not running i.e. the key may have been left on without the unit running. 8600 hours seems very high.

The guy is asking $3800 but Im not going to get close to that unless someone here can advise me otherwise. It needs tires, a battery, and it hasnt run in a year and a half.
