You could have a couple of issues. Sometimes the tach goes bad and needs replacing. Usually there are coils and cartridges that can seize due to weather. I would look for a round silver coil usually located on the side of the infeed or on top of the infeed. If the coils aren't shifting the cartridge, you'll need to take the coil of the cartridge and use emory cloth and clean it up. Upon finishing, I would use a light oil to help the cartridge shift. It could be that the coil is bad as well. If the coil isn't energizing the cartridge, it won't shift. If the tach operates off of a speed sensor it could be bad as well. If the tach is reading off of the alternator, I doubt this would be the problem. I can save you money on the tach if it has gone bad.
