What is this on the tree?

My wife and I just bought an older home. In the back are two tree (I think apricot)
One of trees has very few green leaves on it and has this yellow fungus (or something) all over it.
what is this?
Is this harmful to the tree?
How can we help this tree?

True that the lichen is completely harmless to the tree but it is a good barometer of the trees (poor) health. Often only struggling trees will be covered in them and they are rarely found on healthy, fast growing trees.

They like light…it does this from canopy loss.
