When to trim pine?

I've read that white pines should be trimmed in june and july. I need to trim a few for shape. This will be trimming, not limb/branch removal. Need I wait till summer?

Also, what works best for keeping watersprouts from coming back after removing lilacs, crabtrees, and similar vegetation?
 
The reason for summer pruning of pines is that they "pitch out" less in the summer months. This is just an aesthetic concideration.

AI assume you want to kill the roots so you dont get sproutting.

Roundu, Garlon or similar products will work as a stump paint immidiatly after cutting.

Recurrent sprouting in turf might call for a foliar application of a broadleaf herbicide.
