Why does my Live Oak do this every year?

I planted this tree in early 2000. EVERY year since, a part of its trunk bark dies. Then new growth comes back. In the early 2000s, over half of the circumference was bald. Now it’s more like 10-15 percent, but I’d like to prevent it if I can. The tree is very healthy otherwise.
