Those look to be city trees. Not just trees growing in the city but trees located between the street and side walk, thus belonging to the city. They most likely were topped for liability reasons. They were probably afraid the larger size of the trees could pose a threat to pedestrians or traffic. Now when they sucker out they pose a greater risk of splitting out. Uneducated and uncaring people in charge allowed the wrong trimming practices to be used.
