What are the typical reasons a wisconsin will turn over but not fire up? It has compression. It has fire since it will go when given a shot of start fluid. I can see fuel trying to get to the fuel pump when I get it to temp fire with the SF. But unless I keep shooting the SF in the fuel drains back to the tank. Seems to me like the fuel pump aint working correctly. Am I right?
 
Definately sounds like a fuel issue, whether or not it's the pump. You may have a bad fuel line that is leaking somewhere or even a clogged fuel filter. Not sure how expensive Wisconsin parts are now, or if you'd go with an electric pump, but I'd start at the cheap end and work my way up. Make sure you have good lines and filter, if those aren't the problem, consider their replacement as prevenative maintenance. Also, be sure that something isn't blocking the pickup in the fuel tank.

If it is the pump, it sounds like you've got either a vacuum or mechanical type. If it's vacuum, there should be plenty of inexpensive replacements, even if not OEM. Mechanical pumps on older engines can be difficult to find rebuild kits for, and it may make more sense to replace it with an electric one or find vacuum and put one of those on. Good luck with it!
 
If you remove the fuel pump top cover there is a rubber gasket that cracks and lets air in the pump. If that is OK then one of the check valves in the pump may have fallen out of its hole (you can see it if the cover is off). If that is the case you may be able to fix it or just replace it. Does your Carb have a electric solenoid on it? If it does that may not be working either that part shuts off the fuel going to the main jet. What wisconsin engine do you have?

I was able to prime it by dumping gas into the carb...got it running and ran fine for about 20 minutes. When i shut it off I could see the fuel drain back down the line into the tank and guess what ... couldn't get it going again unless I dumped a little into the carb. Im thinking leaky line? allowing air in to drain back?
