Whats eating my trees

Noticed this today while doing yard work. Something is eating my trees well the leaves no damage to the tree itself that I can see and looks to be laying eggs on the leaves. Here is a pic of one of the leaves that has damage and what I think are eggs. Any ideas what is doing this and how to get rid of them.

The spots bear the resemblance of Phyllosticta spots of maples. "This is a fungus that is common from the Great Plains eastward. Severe infections have caused partial defoliation of Acer rubrum. The spots are irregularly round and usually less than 5 mm across, at first brown and later with a tan central portion and dark border. The border is often reddish or purplish. Lesions sometimes coalesce into large, irregular dead areas." Diseases of Trees and Shrubs, Second Ed. Sinclair.
