00 International 4700 Lift All bucket wont move

00 International 4700 with a Lift All 36' bucket. Outriggers work fine but bucket not responding. Fluid full. Beacons on. Park break on. Pto engaged. Outriggers lower and raise fine. Cant figure how to get fluid flow to the bucket. Any help appreciated. Just purchased from md dot. Bucket is stowed but wont move. Lift All LATFBM=36=1S
