064 won't cold start

So I am second guessing where to start, 064 recently rebuilt (within the last couple weeks). The saw refuses to cold start even when adding fuel manually to carburetor. It will only pop off and run when adding ether when cold. When warm, it starts easily every time.
It was doing the same before I refreshened everything which included, piston rings, crank seals, new bearings, intake manifold, a brand new Stihl coil, carburetor cleaned, with The addition of a walbro kit. I am sure, there is more than I am not remembering
The only thing that I noticed before rebuild was low compression (~130psi), which remained the same after new rings. I assumed this was the issue, so now I have a meteor piston and cylinder waiting to install. Second guessing myself like I always do. I am wondering if this is truly the issue?
What is the general consensus here?

What is the general consensus here?
Is the choke closing?
 
Does not start cold even with fuel added to carb.
Sit back and think. Is there fuel on the plug before trying to add fuel?
Is there spark when cranking in all master control positions?
Vacuum and pressure test good?
Is the pulse hose attached? I know sounds stupid, but you don't know how many of those we see in a year.
Compression? Anything over 100 should fire.
New ignition? Is it the correct one? 064 is the toughest saw in this respect.
Just some thoughts from experience.
