The pawl springs are replaceable so, that's not a huge problem.My problem is all three springs on the pawls are not returning and it will turn over without a bar but not with one

So, it rotates freely without a bar and chain on it but, it won't rotate when the bar and chain is installed?
If that's the case, I'd pull the clutch assembly to make sure it's not binding. A damaged/broken clutch can make it lock up intermittently.

The only thing that connects the flywheel side (engine) to the bar and chain is the clutch and clutch drum. So, the problem is most likely in that area.
You need to rip it all apart and see what's going on. It's not a big deal and should only take a couple minutes.
