394XP Flooding out

I am trying to get a 394 to start that has been sitting about a year. New plug and fuel filter checked everything over pulled it a few times with choke on and it popped choke off pulled for an additional ten minutes and wouldnt get anything. Has plenty of spark...took the air filter off and could literally pour the gass out of the carb it is just pooling up in there cant figure this one out??? It is also getting gas in the cylinder so its not plugged in the carb.

Check the following in this order after dumping the fuel and replacing it with clean, fresh 40:1 mix:


1. Make sure piston and cylinder are in good condition.
2. Make sure needle and seat are sealing.(in carb)
3. Make sure you have no terrible air leaks ie. seals, base gasket.
 
choke off hand on throttle wide open and pull your guts out a bunch of times, they usually will kick.

The piston and cylinder are in good shape. I have tried every combo of gas and no gas choke on and off. It is just getting a ton of fuel! I will maybe rebuild th carb to day and see if that helps.
