Can you run 3/8 .50 chain on a 3/8 .63 bar? Would the chain be loose because its not thick enough

Sure you could, but why? Better than trying a .063 chain on a .050 bar I guess but both are stupid.
Waste of a bar and a chain.
You'll eventually grind the groove out of the bar, and the drive teeth on the chain will wear unevenly. The chain will be able to lean over and snag in the cut, and it'll get worse as the groove wears. The torn up drive teeth won't be good for your saw's drive sprocket either.
