Alaskan Cedar Browning

Hello All,

I planted a 8-10’ weeping Alaskan cedar last June and all was good with it until now.
In a few spots browning of the outer growth has been occurring. Is this possibly from not enough water?

Not the best pic for ID possibly Pestalotiopsis. Maintain proper tree health it should pass.
