I was looking through ebay stores at piston and cylinder kits and sent the seller asking who and where his top end kit was made. His reply was the cylinder was made by a company named Rotary in Georgia. Any information about this company and their products would be appreciated.

Rotary is just an aftermarket supplier for Lawn Equipment parts, not the
manufacturer of the piston/cyl. kits. The quality of their stuff is good.

There isn't really a price advantage for the Rotary cylinders; I can't imagine why anyone would use them instead of the original ones.
