The tree is about 8' tall and we had a fierce storm here two days ago that almost snapped the tree off about 4' from the ground. The bark is only broken on the right side of the trunk in the photo.

You can see the neighbors trees snapped across the road to the left.
Is there something I can wrap the trunk with to hold the bark tight until it grows back together? I've staked it to stabilize the trunk but the bark that is damaged is gapping and looks as though it needs to be taped up.
Should I cut this tree off where it has the damaged bark instead of trying to repair it?
 
That is a bad injury. But an 8 ft tall catalpa is just a baby with the vigor of youth on its side. I would just try straightening the trunk as best you can and see what it can do.

The time period since injury is probably too great at success of actually reattaching the bark, but if this happens in the future when the tree is damaged, immediately try to put all the pieces back together, wrapping with celophane or tape temporarily (to keep the area moist) will allow reattachment grafting to hopefully take effect.

Thank you for your reply.
We had some more strong winds here this morning and the tree was broken beyond repair so I cut it off.
I am going to try and guide one of the sprouts, below the break, into a leader.
