Blue Rug Junipers are suseptible to Phomopsis Tip Blight, a fungal disease of of Junipers. I don't recommend fertilization of these shrubs as the disease attacks only new growth which N based fertilizer can cause "in abudance". If they are off-color or pale in appearance it is most often due to be planted in heavily compacted soil, or soil that is overly wet. Oxygen in the root zone is responsible for the glauca (blue color). These shrubs do not like "wet feet". Proper mulching combined w/regulated watering, once a week (in absence of natural rainfall) in the heat of summer only will go a long way in keeping them healthy. Also avoiding water on the foliage (which I know is hard w/rugs) is another way to avoid infection.
