Branches without leaves on Honey Locusts and Austrian Pines - any chance of regenerating growth?

I have some Austrian pines and honey locusts that have lower limbs which appear to be 'dead'

Should these limbs be fully removed using proper techniques, or is there a chance either may regenerate growth?

On the surface, I would guess no - but want to hear from the experts!

Yes prune out the dead limbs.
