Broken Cylinder bolt......?

I was using one of my saws last week when I heard a very high pitched ting. From then on the saw was running really lean and racing. I started looking for obvious stuff like an air leak or a bown top end etc etc.

I took the muffler off and sitting under it was a broken head bolt and one that had loosened and worked its way out. What would cause this?

Both bolts were from the two exhaust facing holes of the cylinder.

Do you use a TQ wrench on certain bolts? Or just head bolts? Or not at all?

Just curious if I should invest in one.
 
All important bolts, like cylinder heads, muffler etc, the flywheel and clutch, and a few that are "delicate", like the 3.6 ft/lbs on the carb block mounts on a BR420... grrr...

You need two wrenches - 0-75ft lb and 0-12 ft lb.. or close...
