Cable job hurting tree?

So there's this guy that has a really old Oak tree on his property and I noticed there are 2 cables running from a limb/trunk joint to a telephone pole, and from a distance the tree appears to be leaning in the directing the pole is pulling from.

So is this job done to help the pole or the tree? And if it is in the trees favor is this even needed still? If there's any strain on the tree I'm going to climb it and loosen the cable.

Maybe its to help the sanction in the red zone?

Hardware seems to be attached so strain on tree is minimal.

Do Not Touch them!

The tree may have stability issues due to roots in ditch etc.

If the guy values the tree he will have it professionally assessed and managed.

A thorough inspection and light pruning would take ~3 hours.

Poles in good condition its brand new. But no the guy doesn't care that much, not as much as I do. It appears they've used it for a anqur for decades slowly pulling the tree. It has massive root flares that ate up granite blocks.

I guess I'll just let it be.
 
I did not want to start a new thread for this question so here it is...

I have some maple shade trees in front of my house decently old. I live on a Avenue and the trees are looking quite sad and thinned out. I was examining the trees in front of my house and just like all the others the tar sidewalk runs right up to the trees. The tar is literally pushed a good 12" up and somewhat cracked here and there all the way around the base on all sides like imagine a tar root flare.

Sorry I don't have any pictures its 1AM and snowed in. Come spring time should I crack back the tar around the trees few inches away so the flares can breath because that's GOT to be whats making these trees so thinned out. They're beautiful trees I'll take pictures tomorrow. I think I caught them just in time

tar near the trunk is the least of their problems. start a new thread with the pics.
