Can these be fixed?

Hey guys, went on vacation and my friend came by to "trim" my trees. I had no idea about it until he called and said he was done. I really wanted to be there, but he just showed up. Anyway I digress.

These trees are about 15'-20' tall, they needed to be shortened but I wanted them to remain privacy trees.

So, will they grow back? If so how long would it take? Can I do anything to speed up the process?

If not, how much am I looking at to replace them? New ones dont need to be this tall, but I want them filled in for privacy.

You can cut the tops out of evergreens and they should bush out. Are those Leland’s? If so, they have a short lifespan around here. 15-25 years.
