Carlton 2400-4 stump grinder

I have a Carlton 2400-4 stump grinder and I'm having a problem with the cutter wheel spinning when the belt is disengaged. I replaced the belt with the factory belt and also replaced the pulley that is on the engine. The machine only has about 200 hours on it and is in near new condition.

The only way I can get the wheel to stop, is to adjust the belt tension loose, but then the belt slips while grinding.

Has anyone else had this problem ? And did you find a solution ?

I had the same problem with my 8018. The clutch needed adjusting.

It doesn't have a clutch.
