Carlton 4012 Cutter Wheel Slipping

I have a 2005 Carlton 4012 with a Lombardini Diesel with 140 hours. I just bought it used. The machine can barely grind a small hedge stump without the cutter head stopping or slowing. We have replaced and adjusted the belt off of the motor to the jack shaft, but that has not worked. What could it be, this is my first stump grinder?
 
There is a belt from the Jack shaft to the cutter wheel as well. Check to make sure they are in good shape and adjusted properly.

If you hear a squeal when it starts to slip its coming from your engine to jackshaft v-belt. If it roars and shudders it is your poly belt from jack shaft to cutter wheel. Leave the cover off the v-belt to check the next time it happens.Probably a v-belt or worn pully problem.
