Cedar Elm liquid discharge and small bugs

Hi,

Ideas on what I've got going on here, and what I should do? The opening is about 9 inches tall for scale. I see some ants crawling near the hole, couple different sizes. Then I saw some bugs with white wings, about the size of a smaller ant, in pic 2. Sort of looks like a small ant with wings, but wanted to make sure and ask about it. I'm near Austin Tx. Thanks
