Pay about $600 a year, 1M general liability for stump grinding, also covers loss/theft of machine and saws. Had to get a policy out of the state for coverage, no Virginia companies would touch it. Policy only covers ground operations and not tree care, although landscape work is covered.
Price for a tree care company this area is double or triple that depending on amount of employees and income.

That's not a bad way to address the issue. Instead of saying it's illegal to do the work without this training by having the state regulate it, it seems the insurance companies took matters into their own hands to protect their own interests. Is that a fair assessment?
We pay WC based on pay. So, for every $100 we pay an arborist $27 x our modifier goes to WC. Our modifier is 0.70 (thankfully, some are as high as 2.00).
We save enough each year with our low accident rate to purchase a new truck. And we do.
