Decking a 353

I've got a 353 am cylinder that gives me .045 squish without a gasket. Has anyone had luck taking material off the bottom of a cylinder without having access to a mill or lathe?

I honestly don't know my Huskies that well, but does the 353 have a skirt that extends down past the base gasket surface? If it does, you're kinda SOL without equipment. If not, you could sand in on a perfectly flat surface like granite or a piece of glass.
