Decompression Valve issues

I just received a donation for our church. It was a big lug Makita DCS6421. I tried to start it with fresh gas and it would flood on the first pull with raw fuel vapors coming out the exhaust as well as the decomp valve. I put a new kit in the original carb and set both screws at about 1 1/4 out. Still no fire with good fuel and spark. Getting frustrated I pulled out the decomp valve and the big lug started on the 2nd pull.

Checked compression with valve in —-30psi and valve out —-150 psi. No wonder it wouldn’t start at 30 Lesson learned!!!
