Desirability of new EPA spec engines

A question came up regarding the new engine for the Husky 350. If it's the new engine to meet the new EPA specs, does this mean something good or not so good regarding the engine relative to actual pep? Are engines being derated to meet specs by running them leaner?

Yup, lean engines + 50:1 mix + cat mufflers help make the engines EPA approved. Nothing wrong with low emissions, obviously, but the technology has a way to go before it yields products similar in performance to the ones they are replacing.
