Echo 355T oil cap vented?

Have a new oil pump: old one had stripped helical threads because it wasn't getting oil. Tank was never run empty. I did find the intake line filter too high in the tank, so it may not have gotten oil when the tank was maybe 1/3 full. I cannot suck air thru the intake line with the cap on. Off OK. Is the cap vented or is the tank pressurized somehow? Thankx for any replies.
 
If you pull up the illustrated parts list or exploded parts diagram you will find the oil tank vent on the oil system page. The vent is not in the cap where you add oil. I have the rear handle version 361p and just checked on the document I have for that saved. I will assume it is the same oil pump. The middle position is the only sensible setting for oil output if you notice the range of output is vast and there are only 3 positions.
