Elm tree assitance, please

The pictures show elm leaf beetle damage and bacterial wetwood. Both "non issues".

Having said that: Can't tell species for sure. Is that Siberian? If so, I'll go with "no, there is no hope for the tree...cut it down" (not a fan of those). Doesn't quite look like American elm...if it is, I would not prune it now...wait until fall. If American, is it being treated for Dutch Elm Disease?
 
The oozing is referred to as slim flux. Its caused by a bacterial infection. Does not harm the tree and very common on elm. Insect damage could be from several type of insects this time of year. Look hard and see if you can find any feeding. Proper ID is key before treatment.
