In my experiance, a widowmaker is any tree or part of that would cause the worker to think he's in a high risk situation. Be it the entire tree or one full of deadwood or storm hangers.
This could be a coloquial differance in usage though, to give you the benifit of the doubt
Though, I do know a class-c feller who does hotshot work who calls scary snag's widowmakers.
