I spoke with the guy in charge of Rayoniers lease program last fall. He said they had three illegal dumps to clean up and one case of vandalism (actually metal thieves) in the year before. His way of legitimizing the pay to access.
Thing is I know the area pretty well and I knew of each location. all three of the dumps were outside gates an the metal thieves had to go through three gates to get to the logging side they hit.
I don't think the locked gates will solve the problem. It seems like the kind of people who will dump or steal always find a way and everyone else pays for it.
That being said I don't think the pay to access has anything to do with dumping, vandalism, theft or road maintenance, all things I hear cited.
