I thought we were talking about water to air HX's.....Sounds eiether like sediment/undersizing. Info/specs on HX's sometimes are spotty...Remember though, you are running your heated water from the HX thru a boiler that you are not using...why should that matter?...
The "house" boiler heats up, causing a draft to flow thru the boiler, out the chimney. Did you do a heat loss, and calculate the capacity of your BB? At 180 deg., on average, BB will put out around 600 BTU/ft. See if the rating of your HX is matched to the BB. I would personally pipe up a boiler bypass from the "house" side of the HX myself...also check into a Y-strainer for your HX, installed before the inlet side from the OWB..
