Help identifying issue

Pictured below are some blue spruce. I am trying to figure out what is going on with these. Supposedly, they were fuller in the beginning of the season. I took a quick glance but should of got more pictures/ better look at the bottom of the branches. This is what I have so far:

I have seen many spruces looking like this in my passing.

Not good enough pics...but I'd bet on one or more of the following once we look closer:
*Rhizosphaera needlecast (or maybe Stigmina)
*Spruce spider mites
*Cytospora canker
