Help with a Cherry Tree

I was asked to prune this Cherry tree. It has some evidence of topping cuts and flush cuts. The homeowner is worried about its spread. Does anybody have some advise?

It looks like a fruit cherry so it was probably topped to keep it low enough so the cherries could be picked.

It's pretty small and none of the pictures showed anything that I would consider risky. I have a similar cherry and you can have significant rot in a branch before it will fail.

What I would suggest is deadwood it at this time and during the dormant period do a crown clean. You may want to tip back some of the wispy branches to give some nicer shape and thin out the water sprouts.
 
im no arborist and dont know the scientific name but those definitely dont grow fruit, those little cherries like that are all over the place here in peoples front lawns, no fruit on those just bright pink flowers for a few weeks, someone hacked the hell out of it though huh?

In the first picture you can see where the funky growth has sprouted up from the topping cut. Should I cut the whole limb back to the next lateral branch?
