Hemlock regeneration from dead zone

On conifers,I know the rule of thumb is that once there is no green left, the branch is dead with very little hope of regenerating from the "dead zone." I wouldn't count on shoots, but sometimes on white pines and spruces I see small growth emerging in response to newly available light, usually after storm damage or a neighboring tree falling down. I am wondering what success rates are on canadian hemlocks. A client of mine has a row of young hemlocks that have been eaten by the deer. Munched branches up to 6 feet, the trees are about 30 feet, all in good health. I think that adequate sunlight, deadwood pruning and a few nutrients may get some new growth. Thoughts?? Or anyone else have a soultion short of replanting.
