I've asked this question for years and I challenge anyone to find the answer. If cabling trees does really show that the tree acknowledged a hazard and didn't eliminate the hazard, where is a lawsuit? Site chapter and verse!!!
CAbling/bracing and other methods of hazard reduction are sound and accepted parts of arborculture.
The thinking of those forestry managers, good name, they obviously aren't arborists, is faulty. Their same line of thinking would change this scenario:
The traffic flow on a cross street warrants the installation of four way stop signs. Fine and dandy. But then along comes Knut Knucklehead and he runs the stop sign and t-bones another car, resulting in a death. What do the forestry managers do? Add stop lights. Then, the same thing happens all over again. Now there are two deaths. What is the next option? Block off the intersection and make it into a park. Plant a tree in the middle of the intersection. The trees win!
