Homelite toy recoil problems, help?

I recently bought a vintage Homelite toy XL12 chainsaw model that the seller said worked. How do I start these things or make them make noise or whatever? I pulled the rope gently a couple times with no start but the rope eventually didn’t recoil back in? How can I fix that? Looks like rivets holding it together rather than screws. I thought there might be batteries under the top cover, but that just spins and doesn’t come off. I’ve never worked on these toys before so any guidance would be greatly appreciated.
