Husky 40 Running good but has issues now

This saw runs great, but even if I idle it way down, the chain still spins freely. I took off the brake lever housing to discover a severely melted assembly, the plastic in the middle was actually black and bubbled! Needless to say I need a new brake cover assembly. Is it the slight friction of the brake band that allows the chain to stop at idle? Or is it the clutch, which appears ok. This thing runs so sweet, I'd like to get it in nice shape. The oiler works fine, it has the original 16" bar which should probably be replaced along with a new chain. Also, is there supposed to be a hose on the orange nipple on the LH side of the case next to the air cleaner assembly? It appears to be a 1/4 inch dia.vent with a tiny hole in the bottom of it. When she revs up, fuel is spitting out of it, just wondering if there is a hose or cap that is supposed to go there. Thanks for all the help. Kenny
 
Thanks guys.

This saw has a single spring. I will measure the thickness of the clutch facing material per the manual to make sure it has enough left on it to see if I just have to replace the spring.

I finally remembered.
A lot of 40s I worked on had that same problem. The ones that I had with the problem had clutch needle bearings with plastic cages and the cage would eventually melt....replace the needle bearing with a metal caged bearing and you should be good to go.
