It’s like the brake is stuck on this saw when you tighten down the cover that covers the adjuster and brake,,
I took the over off of te brake and I cannot get it to move either direction..
Anyone??

You've probably tripped the brake while its off so you need to reset it before you can put it back together. Can be a real PITA to do off the saw... best way I've found is to hold the cover on the saw & press down on the area where the brake handle engages so you get it to catch enough that you can reset the brake
