Should a husky saw still run with the low screw fully screwed in? I'm used to the saw killing when this is the case.

Without limiters it should kill the saw at idle in both extremes.
Starving CW - Flooding CCW

In this saw, it seems to make no difference. I'll have to see if there are limiters or something else I'm not seeing.

With an air leak, I should still be able to screw the low screw in and starve it, shouldnt I?

Usually low speed turned all the way and still running is usually flooding issue.
How fast is engine running when turned in, screaming? Or?
What happens if both high and low turned all way in?
Could be a dependent carb.
What model of saw?

Yes check for limiters.
You can see in pic , the low jet with limiter removed and behind is the high jet with limiter in place.View attachment 1230825
Have you removed the idle screw to see if it is damaged (tip broken off, etc)?

What is the saw and carburetor? Some (all?) EPA compliant carbs only give you the control with the screws for a portion (10% ?) of the fuel being delivered.

I believe the OP has carb issues.
A good running saw will respond to H-L adjustments.
Maybe the saw sat in hibernation for a while.
