Mine are set so the top of the pad is below the knee even when my leg is bent. That means the pad is wrapped mostly around the calf muscle.

Is it possible you have them assembled backwards? Or the pads on upside down? Pictures perhaps?

Caddy pads have a right and left stamped on the front of them, it would be hard to put them on backwards. Then again anything is possible I suppose?
