Man cited in Eugene, OR, for standing on metal tree grate (?)

Do any other cities have an ordinance like this?

Even if its just Eugene, would there be a reason? Provided someone is not just standing there taking a leak or something into the soil.

It would be interesting to see if the ordinance is for tree grates or grates in general.

Many commercial buildings have grates in the sidewalks as part of the HVAC systems. These grates blow warm air during the winter and homeless people will set up camp on them to stay warm.

It looks like Eugene really doesn't like the homeless , the fine is 1 year outta the downtown area and a fine , its a chance for them to clean up the streets or toss him in jail
