Thanks to all. Got it taken care of. Due to the large one piece rubber cover over the screws, and the cover being also part of the intake plumbing I did the following.
Emptied gas tank.
Removed fuel line from bottom of carb and let it drain into a pan.
Removed air cleaner.
Removed 2 screws holding air cleaner adapter and carb together>
Lifted carb up enough to remove the rubber cover.
Used long nose pliers to remove the limiter per suggestions.
Used a file to remove all areas of the limiter that would limit adjustment.
Be careful to remove all raised areas as the roll pin also limits movement.
Reinstalled all pieces.
It now runs with a pretty good burble but that disappears when you get in the cut. Had rather run a little rich than lean as it was after breakin.
