Well, it is new to me. I just got it yesterday. It runs fine at idle and partial throttle, but starts bogging down at full throttle, at which point it is hitting 7100 rpm with bar and chain. My guess is that the muffler/exhaust ports need cleaned out, but could the governor be kicking in at 7000 rpm, causing the choke plate to close? I did put in a new plug and the air filter is clean. When I received the saw the low speed jet was 3/4 turn out and the high speed jet was 1-1/4 turn out. I adjusted both to 1 turn out. This is the first saw that I have had which has a governor, so I am not sure what it should sound like when the governor kicks in.
 
Congrats on the 090 mlk.

Could it be running too rich? Maybe try 3/4 turn out on the high speed jet...usually a lean runner will scream at fulll throttle (then eventually seize) and a rich runner will burble at full throttle.

Why did You change the settings?
Did it run when You got it?
Have you Taken something apart or replaced?

If the high setting is OK it will almost skream, this is for lubrication,
Too little fuel will make it too hot, and too much will make it Gurgle.

Those saws have a adjustable air vane governor that is actuated by the cooling air from the flywheel. Set the H screw at 1 turn, the L screw at 3/4, then adjust the governor so it runs at 7500 RPM under no load.

The 090 is running great now. Thanks for the help. I removed the muffler and everything was really clean. I adjusted the high speed jet a tiny amount, less than 1/8th of a turn, and it runs just about perfectly. Here is a picture:
