newly planted linden tree problems?

I planted a 3.5" caliper little leaf linden back in the spring. I noticed that it hasn't been doing well this summer. The leaves have been drooping and have a lighter green color to them. I believe that there is to much transpiration going on. It now is showing signs of stress and has bagworms. I gave it a little fert a couple of weeks ago and nothing has changed. It was hot and dry back in july, also the tree is in the middle of the yard and takes on some wind from time to time. THe soil is old farm land soil and is lacking organic material(low in phosphorus). I have kept it watered so that isn't the issue. I need some help I don't want to lose this tree even if it means transplanting it to another location. Any suggestions?
 
Adequately and properly mulched? Not planted too deep? Just askin'.

Had a neglected Sycamore Maple that was failing this summer, put four inches mulch and watered all day every day for like a month. I haven't noticed anymore worms, AND it's produced new growth at the deadouts. I saved that little fella. At least for now. Makes a man feel good.
 
I would control the insects, keep doing what your doing with proper maintenance. Wait and see what she looks like next spring. Might be just poor nursery stock, Lindens are hardy give it time.
