No, that's not what it means.
Open port cylinder is basicly material removed from the cylinder wall to make the ports. Closed port cylinders have the port ducts cast into the cylinder and the cylinder wall is left intact minus the discharge.
Open port cylinders are cheaper and offer less performance. Typicly found on trimmers or homeowner saws.
